Starting on Windows 8 (I guess), Windows has a Fast Startup option, it
would not completely close the file system in order to boot faster.
I found about this issue when using a LiveUSB on a Windows 10 machine.
You might wanna check that it, since it's not a Trisquel issue.

I can't tell how fedora deals with this issue, hopefully it won't break
anything.
