[Trisquel-devel] Switching to Gitlab CI

I suppose I'm the first one who is merge requesting to flidas branch of 
package-helper. Jenkins builds the source package finely but gives an 
error [1] while trying to build the binary package.

It's a good time to switch to Gitlab CI on Trisquel build server instead 
of Jenkins.

The newer versions of Gitlab CE has an integrated CI (Continuous 
Integration) [2] which can be used on our servers but firstly it needs 
upgrading our current Gitlab.
