That was my assumption before I found the problem I've described in the
bug report for bug #5330.

I think this will be a huge problem, based on my experience with the 
libcapi20-3 package and bug #5330. The package by itself is
non-essential (for me?) and provides a programing interface to ISDN. I
don't even need the package, because I do not have ISDN. Only few
packages directly depend on it, but the second level dependencies could
break the entire system, or at least that is my conclusion.
