[Trisquel-devel] Bug reporting rules - third draft

I have attached the third draft of the issue/bug reporting rules.  I
have incorporated the changes that were posed on the list and emailed to me.

I have also written a sample bug report so that we might have better
written bug reports.  Poorly written ones waste dev time and can send
people on wild goose chases.

Any (constructive) feedback is welcome!  Thanks.
