No, speculative execution is an innovation to make CPUs faster, not a bug.  
x86 has supported it for years (decades?), but lots of ARM processors don't.

But I saw a list of ARM processors affected by Spectre, and that list  
includes the Cortex-A8, so I might have misremembered.
